The Federal Republic of Somalia (FGS) revenue mobilization strategy received a boost with a UA 5.5 million grant from the African Development Bank. The strategy aims to ramp up revenue collection through enhanced tax revenue and a more efficient collection system.
Ecotech was apportioned by the African Development Bank (AfDB) and its implementing partner the Ministry of Finance FG of Somalia, for the Economic and Financial Governance Institutional Support (EFGISP) Phase-II Projects. The consultant was sought to carry out the engineering consultancy services for the Development of Preliminary and Detailed Engineering Designs and Supervision/Project Management of Civil Works for the basic infrastructure and to support reforms envisaged in the Revenue Mobilization Strategy (2017-2020) program in Somalia.
To the public, a fiscal police facility should represent a friendly, business-like, professional building complex. Even though security features must be incorporated into the design, it is possible to artfully disguise them, so as to prevent the fortress appearance from becoming predominant. The buildings should reflect an atmosphere of restrained dignity, permanence, security, beauty and strength. It is imperative that a police facility imparts the sense of strength and permanence to a greater degree than other governmental structures.
The primary building line has a setback of >10metres from the separator wall of the parking lots. The aforementioned separator wall also has a designated single entrance to intentionally funnel the flow of visitors from the gate and parking areas.
Essentially the development has two property sectors; Sector I and II. The first holds four buildings; namely Block A (headquarters’ offices), Block B (residential), Block C (prayer house) and Block D (storage facility). The second sector includes the visitors and staff parking lot, vehicle impound and main entrance with a gatehouse.
